Set in the 1980s around President Roh Tae-woo's war on organised crime, this epic Korean gangster movie charts a decade-long rivalry between a civil servant and his crime boss nephew. Ik-hyun (Choi Min-sik, Oldboy, MIFF 04; Sympathy for Lady Vengeance, MIFF 05) is a corrupt customs officer set to be scapegoated by the port authorities. Instead he forms an alliance with Busan's top crime boss, Hyung-bae (Ha Jeong-woo, The Yellow Sea, MIFF 11; The Chaser, MIFF 09) and the two start to take over the crime operations of the coastal city.

With more than a nod to the classic American gangster films and masterful performances, Nameless Gangster: Rules of the Time was a box-office hit in Korea.
